If you're planning on spending a lot of time solo or with henchies, I think ignite arrows is the way to go. It makes the monsters run away, and while they're running away, well, you're still pummelling them with arrows, and they aren't attacking you... win-win. If you're with other players, they might get annoyed if you start messing up the aggro, so it's more situational in that case.

Honestly, incendiary arrows {E} is probably the best for the constant burning and interrupts, but almost all of the ranger elites are good, so there are lots of other good choices too.

[edit] I would try fitting penetrating shot into your build. It does great damage and has a fast recharge.

Here's what I would use:

Dual Shot
Ignite arrows
tiger's fury
savage shot
distracting shot
favorable winds
(open)
res

This build deals considerable damage, as well as able to interrupt. However, I doubt you have all these skills where you are now, but keep an eye out for when you can obtain them.

he has no elites atm...

you have the aoe one and the other fire one for single characer damage (sorry for forgeting the names...)

if you plan on attacking a single character, go the non-aoe one. if you plan on farming or doing damage to several monsters at once, go the aoe one. (the non-aoe causes a bit more damage...)
